I presume that you are referring to a constant condition of congress  and the 
presidency.  I presume that you do not mean to suggest that  Republicans are 
available for purchase where Democrats never were (shades of the  Lincoln 
bedroom, the Buddhist monastery, and the many other instances of  government 
bought and purchased during the ascendency of the Democratic Party on  the national 
level.
