Naturalizing the Future

So, now that we're fairly clear that Congress enjoys plenary power over  
naturalization, what consequences flow from the enactment of the Naturalization  
of Humans in Utero Act?  Under this (for now) hypothetical legislation,  
Congress exercises its naturalization authority to extend citizenship to fetuses  
and embryos that are the offspring of human parents.  Maybe the statute  begins 
something like this:
 
"All humans conceived in the United States are, until the time of their  
birth, naturalized citizens of the United States and of the State in which they  
reside."
