Borking Harriet Miers

Among Bork's Wall Street Journal complaints about Miers is this:
                                                                            
 "Ms. Miers was a bar association president (a nonqualification for anyone  
 familiar with the bureaucratic service that leads to such presidencies);"  
                                                                            
 I'm obviously an outsider here. Within my discipline, presidency of the    
 American Political Science Association is an extraordinary honor, and      
 somebody who earned that distinction  would almost certainly be            
 well-qualified for a relevant cabinet-level post.  But with all due        
 respect, the presidency of a state political science association, even a   
 large one, would mean far, far less.                                       
                                                                            
 So, Bork's comments notwithstanding, does it suggest much about Miers that 
 she was president of a state bar association?
