Would we say this about the President as well. How many people,
conservatives in particular, believe that George Bush in 2000 was one of
the top 100 most qualified to be president (as qualifications are noted,
say, in the Federalist papers).

As I said in my original post, I do not insist that "only the very best
possible candidate be appointed." I do however believe it's reasonable
to insist that the candidate at least be in the top few hundred
available people.
