Limits on reproduction

A political judgment needs  to survive rational basis scrutiny--traditional 
or the more aggressive kind. By  "emergency circumstances" I simply meant to 
suggest a rational basis for  such a law especially in the case of compelled 
abortions. What survives  rational basis scrutiny in emergency circumstances 
might not in ordinary  circumstances.
