Solomon Amendment in the Third Circuit

The Third Circuit stayed its mandate in FAIR v. Rumsfeld pending the cert.
petitions. Under the Federal Rules of Appellate Procedure the stay
continues until final disposition. The Supreme Court hears oral argument
in Rumsfeld v. FAIR on December 6.
