The Third Circuit stayed its mandate in FAIR v. Rumsfeld pending the cert.
petitions. Under the Federal Rules of Appellate Procedure the stay
continues until final disposition. The Supreme Court hears oral argument
in Rumsfeld v. FAIR on December 6.

Sololmon Amendment in the Third Circuit

What is the present status of the Solomon Amendment in the Third
Circuit? Is there a stay on its enforcement? Precisely what's going on?
Thanks for any on- or off-line replies.
