It's actually been proposed, in every one of the last few Congresses, including this one: http://thomas.loc.gov/cgi-bin/query/D?c109:1:./temp/~c109iTDUE1::.
Whether it would be constitutional is, IMHO, a very difficult question.

The abortion question is not a hypothetical one. I just had a student in my office asking whether Congress can criminalize transporting a minor across state lines to have an abortion if the minor's home state has a parental notification law. I forget whether the student said that this is a proposed law, or an actual law.
