I am puzzled by your reaction, as it seems to have a heat unjustified 
by the conversation, but l am willing to conclude that nothing was 
meant by describing the President's power as one of nomination, even 
though it could  fairly be described as one of nomination and 
appointment (with caveats reflecting the role of the Senate).
