Although it may not be dispositive of the questions, can someone shed light
on how the requirements for warrants were strictly adhered to, slightly
adhered to, or avoided when convenient, when national interests, as estimated by
the Crown and the government in England thought it so required. In other
words, what precise historic practices relating to warrant prerequisites were
imported into our Constitution by adoption of the existing practices.
