Presidents, partisanship, and war

Everyone war is likely to  have strident critics.  If this justifies the 
President using--directly or  indirectly--the troops in his attempt to answer the 
critics, then the  military will be used in non-neutral ways by every 
President in every  war. This extinguishes the constitutional principles of military  
neutrality in politics.
