International Criminal Tribunals

Can someone point me to a research that examines the decision-making
process for establishing International Criminal Tribunals in cases of
massive human rights abuses. What I have in mind is analyses of the factors
that lead to the creation of such tribunals -- why in some cases (Rwanda,
Yugoslavia) and not in others (like Angola or Cambodia for example). I have
a graduate student working on this topic and she is looking for both
empirical/descriptive literature as well as normative work in this area.
