Or perhaps it wouldn't matter who won the first round?

Perhaps one measure of the value of a Constitution (ours, Iraq's, the
U.N.'s  or anyone else's) is its effectiveness in fostering national
(global) harmony and dampening the pressures for polarization. By this
measure, I have my doubts.
