Iraqi constitutionalism (one day to go)

I think that the problem is actually more fundamental. In simple terms, I
don't think that the relevant stakeholders have a sufficient community of
interest to come to a global agreement that is satisfactory to all. One
can imagine a loose confederation of Kurds and Shi'a subnational units,
with the federal government given powers that might have resembled those
granted to the federal government by the Constitution of 1787. (Of course,
the Shi'a unit would still have to resolve the secular/nonsecular issue,
but some sort of internal deal might be available there). But where would
that leave the Sunni?
