Judiciary Act of 1789, Section 14

If I remember right, the most attention that I have seen devoted to scire 
facias in the JA of 1789 is the work of Jim Pfander (either in his 
Columbia or Texas article).  I  don't recall any connection with good 
behavior -- I thought it had more to do with patents and land grants. What 
leads you to believe that it is connected to good behavior?

I am interested in the writ of scire facias in section 14 of the Judiciary
Act of 1789 (1 Stat. 73, 81-82). Does anyone know how this writ may relate
to "good behavior" judicial tenure of Article III, section 1?
