Compelled speech?

    What exactly is the text of C-250, plus the text of the surrounding
legislation that I'm told that it amends?  (I do think this debate is
important even for U.S. constitutional law discussions, given that
Canadian and European restrictions on so-called "hate speech" have often
been given as examples by U.S. scholars who urge changes to U.S. free
speech law.)

As long as the subject has come up, any thoughts on Canada's Bill C-250?
Canadian Christians are predicting the Bible will be banned, preachers
jailed, etc.; I'm torn between waiting to see what the real-life
enforcement actions look like before commenting, and wanting to raise
the alarm now.  I take it that in the U.S., C-250 -- and possibly the
rest of the hate-speech statute of which it is a part -- would violate
Brandenburg and R.A.V.?
