With respect to the use of troops to protect voting rights, note that the 
"Posse Comitatus Act," much beloved of those worried about military 
oppression by a right-wing administration, was actually enacted, in 1878,, 
to make sure that the Union Army could not suppress local violence to 
prevent Blacks from voting.
