Absent from Walter Dellinger's list of Presidential statements is a statement 
issued by President Carter ordering the Interior Department not to spend 
appropriated moneys to restore missions which were in national parks which still 
served as churches. The Bush Administration took a different view of the 
constitutional question in several recent LC opinions,
