Authority to go to war

I wonder whether anyone on the list knows whether the administration has
made public -- and if so, where I can find it -- the specific reasoning
behind its claim that it may wage war against Iraq without first obtaining
congressional approval.  I'm aware of news accounts suggesting inherent
power, the post-9/11 resolution passed by Congress, popular opinion etc.,
but I'm interested in the specific, written analysis.
