CRS has two good publications - one a brief sketch of the contents, the
other a 75 page legal analysis. The second does a good job laying out
the existing law into which provisions of the Patriot Act are supposed
to fit. As you would expect from CRS, it doesn't question the
constitutionality of the Act's provisions, but it does lay out the
existing legal landscape. These are USA Patriot Act, A Sketch RS21203,
April 18, 2002 and USA Patriot Act, Legal Analysis RL31377, April 15,
2002. both by Charles Doyle.
