Laws you love to hate

The Centers for Disease Control and a public health law group have proposed a Model State Emergency Powers Act. (see http://biotech.law.umkc.edu/blaw/Bioterror.htm for more info)
I think this act manages to be both dangerously overreaching and useless at addressing the real legal issues necessary for a public health response to bioterrorism. As part of an article, I want to cite examples of other laws passed in response to a public crisis that turned out to be a very bad ideas. I would appreciate whatever you have in the way of laws you love to hate that arose from crisis legislation.
