February 2, 2002.  Available on line through http://oncongress.cq.com/

No legal analysis, but nicely organized and, so far as I can tell from
what I already knew about the legislation, accurate.

Can someone point me to the two or three best (hopefully short)
legal analyses of the new anti-terrorism legislation (on-line or
otherwise).  I am looking for accurate summaries of the most
relevant provisions and/or interesting, thoughtful legal argument
directed as to the proper interpretation of the statute(s) and
evaluation of constitutional issues presented.

(I'm trying to include this as class materials for my Con Law class
this spring.)
