In response to Professor Parry's query about when to teach Boerne, another
possibility is to put it at the end of a survey course if one teaches
freedom of religion at the end. Then the students will have had the
Congressional powers material and the 14th Amendment material and it can
also be used as a kind of summing up. Of course, one among several
counters to this is that students at the end of the course are not
sometimes as focused on the cases as the upcoming exam and thus may not
give it the attention it deserves.
