executive powers experts

We're getting quite a few calls here from reporters, etc., asking for
information about the scope of the President's powers following an
authorization of the use of force, the difference between an authorization
and a declaration of war, the implications of these things for the civil
liberties of citizens, etc.  I would like to direct these inquiries to
someone with expertise in executive powers who would be interested in
