Federalism and September 11th - state responses

I gather from press reports that a number of Michigan government
officials are pressing various packages of anti-terrorism bills.  Most
of them seem to do such things as increase the penalty for making
threats (e.g., fake anthrax letters), create wiretapping authority for
state law enforcement, impose background checks on those applying for
state commercial trucking licenses, authorize the government to make
state-owned equipment available to other states (e.g., emergency
vehicles), and the like.  Seems like pretty reasonable actions for a
state government to take where terrorism might come under state
jurisdiction.
