While I agree that our vocabulary for dealing with incivility is
impoverished, perhaps radically so, I do not think that the concept of sexual
harassment is the or perhaps even a culprit. Rather, I believe the notion of
'civic virtue' and its vehicle 'civic discourse' has never fully been
articulated despite being central elements in our original republican
commitment to self-rule. Even today, or perhaps especially today, the idea of
civic virtue is little more than a blandishment having little or no content,
even in the hands of some having negative content. The real test, it seems to
me, is to articulate a conception of civic virtue that requires a discourse,
a form of morality, if you will, that expresses the appropriate attitudes for
interacting  with other citizens in a society committed to self-rule,
including, of course, dissenting from the views of others. It may be that it
is too late to retrieve 'civic virtue,' in today's "crossfire culture," but I
would hope that 'civility' is still a viable concept capable of being refined
and perfected in democratic terms.
