Dissents on Cert. Denials

Hello:

I recollect that Justice Douglas had one or more published dissents to
cert. denials in cases involving the legality of the Vietnam War. Plus, I
remember reading some analysis quite awhile ago of Douglas utilizing the
threat to dissent if the Court did not grant cert in certain cases.
