NPR Report

NPR is reporting that Pres. Bush has signed an executive order permitting
terrorist suspects to be tried in special military courts to be
established by Secretary Rumsfeld.  The report says that Pres. Bush would
be in charge of deciding who qualifies as a legitimate terrorist suspect.
