Abortion and Enumerated Powers

With respect to Prof Reynolds' question, I understood the partial birth
bill to ban the practice, not its "sale."  Banning the commerce in abortion
would have a substantial effect, but I suspect that free care services
would spring up to perform the service, at least in large cities.  Would it
be constitutional to ban the practice, even when performed without charge?
