Any statistics on how many governments have been toppled (and how many have been challenged) by well trained and regulated militia, police forces, etc and, in contrast, by unruly mobs? I suspect the auxiliary legions were almost always more of a threat to (and more successful at usurping power in) ancient Rome than were the mobs (aside from the near scare of Sparticus' rebellion).
