Do you mean to argue that the clause authorized, in the founding
generation's viewpoint, ALL regulating by the feds in order to promote
general welfare , or simply as much regulatory effect as could be
brought about through use of the taxing and duty-laying power?
The latter is non-controversial, but you sure have not convinced me of
the latter.
