Amicus Briefs

One of the more interesting recent amicus "briefs" is the "Statement" filed by former President George Bush (by Boyden Gray) in the pending Garrett (ADA).  The "Statement" essentially says, "I signed the statute," and then reproduces President Bush's signing statement.  This surely is a pure "signalling" document, though to whom the signal is being sent may be unclear (voters in the present election or the justices?).
