DOJ appropriations/Separation of powers

This seems wrong.  Most agencies exercise delegated powers that Congress could,
in theory, constitutionally exercise itself.  But for the legislature directly
to enforce its own laws is as clear a violation of the separation of powers as
there could be.  In this area, the power of the purse cannot be plenary.
