Sorry for my multiple post, but I didn't read Mark Scarberry's second post
before responding to his first.  If  "legislature" in Article II Section I
means only the legislature, why does every state (as far as I know) pass
election laws--that is, acts of legislation, signed by the governor, or
passed over his veto--and not concurrent resolutions?
