In our legal system, courts interpret statutes.  See Marbury v. Madison.
Gov. Bush is one of the losing parties in an adjudicated case.  To me, Mr.
Baker's comments exhibit a contempt for the rule of law that is not
altogether surprising, but is a dangerous sign as the beginning of a
(potential) new administration.
My general reaction has been that this election was essentially a tie, and
that either candidate could achieve legitimacy by prevailing through the
use of lawful, orderly processes.  But I don't think it is a lawful,
orderly process if the Florida legislature throws out the result of an
election because it doesn't like the Florida Supreme Court's
interpretation of the Florida statutes by which the election was
conducted.
