Conflict of Interest

Does Florida conflict of interest law permit an official of the campaign
of a candidate, i.e. Ms. Harris, to make discretionary decisions about
accepting recounts in a close election?  If not, would disqualifying
leave nobody with the authority to accept a manual recount?
