Suppose there is sufficient evidence to show that the manual recount was
fraught with inconsistent rulings and partisan judgments, whereas the
machine count is prone to a predictable, but stable and random, undercount.
(I am not saying that is so, I am just thinking about the possibilities.)
What happens then?
