Could anybody tell me the source of the ten-day rule for overseas absentee
ballots? I have failed to find it by using Westlaw. There is a federal
statute for overseas absentee voters, but it seems to refer to state law,
and the only Florida law I've found sets a general deadline of election day
for receipt of absentee ballots. Thanks!
