I'm sorry to ask this, but there's been such a flood of email.  Can
somebody remind me of the argument that the FL Sec of State has discretion
to waive the 5 pm Tuesday deadline?  On its face, the statute looks pretty
mandatory, though it's hard to understand why it should be given the
necessity of waiting 10 days for the overseas absentee ballots.
