Bush Complaint Online....

Why, exactly, is Bush entitled to have a federal court declare that the
form of the Palm Beach County ballot does not violate Florida law?  Why,
exactly, is he entitled to a mandatory injunction requiring the immediate
certification, under Florida law, of the county results, Pennhurst I
notwithstanding?

Litigation is all about relief.  Some of the relief sought seems to have
nothing to do with the claims brought.  Is this "stealth" relief?  Am I
missing something?
