election questions

It is my understanding that on Palm Beach County manyh (perhaps
hundreds) of mostly black voters were not allowed to vote because they
were in line when the polls closed and thus sent home. Is this a
violation of the voting rights act? Does it raise questions of vote
fraud and intimidation. It is worth recalling that the last time such
an issue arose and led to a crisis was in 1876 when vote fraud and
intimidation, and needless complex ballots were used to stop black
voters in Florida!
I don't know the nature of election law well enought, but I wonder if
this requires a federal investigation? Is one possible under current
election laws? Can a court order Florida to run the election again?
