I'm virtually certain that the Democrats are looking over the lists of
Republican electors and assessing whether they can get any to switch. If
Gore wins Oregon but loses Florida, he would need only two switchers to tie
the race. If the Dems think this possible, I bet that Gore's concession is
ambiguous enough to leave the possibility open. Any resulting uncertainty
is the "natural result of the system" as Eugene put it. I think it
extremely unlikely that any elector would switch, though.
