Inhabitants--Justiciability?

Mark Scarberry refers to the possibility that Cheney would "stat[e] that he planned to retire in Wyoming after serving 8 years as vice president."  This, I take it, would be something like Bob Dole's statement that he planned to retire to Russell, Kansas, if he lost the 1996 election.  Put another way, why would the relevant decision-maker be regarded as engaging in "cynical political maneuvering" by taking the constitutional term "inhabitant" seriously, rather than Cheney himself so engaging?
