Federal Labor Relations Authority inquiry

Looking at the cert. petition list in Law Week, I noticed a petition filed by the FLRA by its Solicitor, not the Solicitor General.  Does the FLRA have independent authority to litigate in the Supreme Court, and if so, when did it get it?  (I seem to recall cases argued on behalf of the FLRA by the SG's office, but I could be mistaken.)
