My understanding is that the Oregon law does not do this; it creates
an
absolute right of every adopted person to obtain all records of their
birth/adoption, including those of the past where mothers and fathers
were
promised confidentiality. Am I misinformed here?
Yes, you are misinformed. Under this measure, an adoptee can obtain
his or her own birth certificate--nothing else. (See the Oregon Health
Division's FAQs on the topic at
http://www.ohd.hr.state.or.us/cdpe/chs/certif/preadopt.htm#other)

So we would allow one adult to deny another adult access to his/her own
birth certificate. What problem, precisely, would this solve?
