Yes, you are misinformed.  Under this measure, an adoptee can obtain
his or her own birth certificate--nothing else.  (See the Oregon Health
Division's FAQs on the topic at

So we would allow one adult to deny another adult access to his/her own
birth certificate.  What problem, precisely, would this solve?
