I think that John Rogers is absolutely right about the problems with
adopting the Maine/Nebraska system in a world that features full-scale
partisan gerrymandering (which I believe that Bush v. Gore makes
unconstitutional, but that is to assume that one need take the decision
seriously, of course). The answer (assuming we keep the electoral college)
is to abolish the electors themselves and assign votes proportionate to the
statewide vote if the vote is split 51%-49% in a 10-electoral vote state,
the winner would get 5.1 electoral votes and the loser 4.9 votes.
