Effect of Certification

Re Prof. McConnell's question on the Fla. Legislature's view of the Nov. 26
certification. There was an official "Analysis" of the concurrent
resolution prepared by the House Comm. that proposed it. Consulting it, I
find a restatement of the facts and law, not an analysis sufficient to
answer his question. There is no finding or argument that the Nov. 26
certification was of no legal effect. I can tell you that my distinct
impression was that the House Rep. legislators consider the Nov. 26
certification to be made, as it were, under duress. Perhaps they addressed
this in the debate today. Because that certification flows from a Fla. SC
decision which, in their view, changed their election law, they view it as
dubious at best.
