Request for more entrails

Michael McConnell asked earlier about the standard of review of decisions by
county canvassing boards not to conduct recounts; the answer, apparently, is
that there is no case law on point.  I gather that the Gore lawyers are
arguing that actually the judge is not supposed to be "reviewing" decisions
by the board, but is supposed to conduct his own inquiry; or perhaps the
claim is just that he is not supposed to show the board's decisions any
deference (I'm not sure if there is a difference).  In any event, can
anybody supply us with the actual sources of law -- the entrails, however
underdeterminate they may be -- that bear on the judge's decision in the
Dade County recount case?
