I'm not sure I follow this logic, even accepting the premises.  If cohabitation does not cause any marginal harm
(instead merely attracting reprobates who have rejected formalistic family values and are therefore already
inclined to engage in harmful activity), how does cohabitation impose any more harm on innocent third persons
than would be imposed absent cohabitation?
