NCAA suit

I know this isn't technically con law, but what's the basis for the
suit against the NCAA (striking down the eligibility requirements as
discriminatory because of the supposed disparate impact)? Is the NCAA
covered by Title VI? Was the suit actually against the educational
institutions themselves?
